Others need an ecosystem, because the technology, the demand, the capital and the permission to proceed are held by different organisations with different clocks. Pontis works only on the second kind. Selection criteria ## Two conditions, and both have to hold. Pontis is deliberately concentrated. A domain qualifies when European sovereignty depends on it and no single organisation can secure it — which is rarer than the language of strategic priorities suggests. ### Sovereignty is at stake The domain decides whether Europe can act on its own terms rather than only participate on someone else’s. Technological sovereignty is not separable from geopolitical sovereignty, freedom and value-based prosperity. Each of these sectors is fragmented in the same way: capability exists, demand exists, capital exists, and they are held by organisations that have no structured place to meet.
